BYLAWS

ARTICLE I:
ORGANIZATION NAME
The name of this
organization is the Miramonte High School Site Council (MHSSC).
ARTICLE II: PURPOSE
The purpose of the MHSSC is to (a) measure effectiveness of improvement
strategies at MHS; (b) seek input from school community and stakeholders; (c) reaffirm
or revise school goals and improvement strategies; (d) recommend the approved
single plan for student achievement (SPSA) to the governing board; and (e) monitor
implementation of the SPSA.
ARTICLE III:
MEMBERSHIP
Section 1: The MHSCC
will include representation of (a) the MHS Principal, teachers, and other
school personnel, (b) MHS students, and (c) parents of MHS students as outlined
in Section 2.
Section 2: The composition of the MHSCC is as follows: the Principal, one (1) classified
staff member, seven (7) certificated staff members (representing a
cross-section of departments from the instructional council), five (5) MHS
students representative of MHS student population, and seven (7) parents of MHS
students. The selection of members will be made by each representative’s
organization. The Principal will conduct the selection process for the MHS
parent members-at-large, via nomination and election by the MHS parent
population.
Section 3: The seven (7) parent members of the MHSSC are composed of two (2)
members of MHS Parents’ Club, one (1) EFO Board member who is also an MHS
parent, and four (4) MHS parent members-at-large. The selection of members will
be made by each representative organization. The Principal will conduct the
selection process for the MHS parent members-at-large, via nomination and
election by the MHS parent population.
Section 4: All parent members serve a renewable two-year term on the MHSSC.
Members’ terms begin in August and continue through that school year. In order
to balance the need for continuity and fresh perspective on the board, the
terms of office shall be staggered such that one half of the members' terms
shall expire annually. Members may serve two consecutive two-year terms, and
then take a one year break before serving again.
Section 5: The resignation of a member will be accepted upon written notice to
the chair. Vacancies will be filled for
the remainder of a member’s term by appointment by the Chair/Principal, with
the approval of the members of the MHSSC.
Each MHSCC member will attend all meetings or notify the chairperson or
secretary when it is impossible to attend in person.
ARTICLE IV: OFFICERS
Section 1: Officers
will be a chairperson and a secretary.
Section 2: It is the duty of the chairperson to preside at all meetings, and to
prepare the agenda for each meeting with the assistance of the Principal or
designee. The secretary will record, publish the minutes of all meetings, and
prior to the MHSSC meetings, distribute the agenda and other meeting materials.
Section 3: Officers are elected to a one-year term by members of the MHSCC at
the end of the school year, and assume office upon election.
ARTICLE V: MEETINGS AND QUORUM
Section 1: The MHSSC
will meet regularly, no less than once each quarter of the school year;
however, meetings may be scheduled more often, as needed. At the last meeting of the school year, the
MHSSC will establish its meeting dates and times for the following school year.
Section 2: The chairperson may call, with the consent of any other two members,
a special meeting of the MHSSC, by giving not less than two (2) days notice
(written, telephonic or otherwise) to the members.
Section 3: A simple majority of the membership will constitute a quorum, but if
less than a quorum is present at a meeting, a majority of those present may
adjourn the meeting without further notice. ( this means you need 11 members to
hold a meeting)
Section 4: The act of a simple majority of those members present and voting at
a meeting at which a quorum is present will decide all questions, except
two-thirds of those present and voting will be required to amend these bylaws.
A member must be present to vote. It is preferable that the members reach
consensus in their decision-making.
Section 5: Publication of the MHSSC business: the MHSSC bylaws, membership,
calendar, agendas, and approved minutes of MHSSC meetings will be published and
generally available to the MHS community via the MHS web-site. All regular and special meetings of the MHSSC
and of its committees will be open at all times to the MHS community.
ARTICLE VI: AMENDMENTS
These bylaws may be
amended at any regular meeting of the MHSSC, at which a quorum is present
(Article V, Section 3 and 4), by a two-thirds vote of those present, provided
that notice (written, telephonic or otherwise) of such amendment is given at
least one (1) week prior to such meeting to each member.
